2 1 世纪是以信息网络技术为标志、以高科技产业为核心的知识经济时代。
创新型知识的生产、传播及使用的程度，决定着各个民族和国家在2 1 世纪的现
实地位。对于高等学校来说，推动知识经济发展的途径和方式，除了创新人才的
培养之外，其最主要的职能则是通过科学研究来发现新知识、创造新的科学技术
来为知识经济的发展提供智力支持。
在知识经济时代，广西不可避免地要迎接这一时代的挑战。因此，作为后发
型的省区，广西当然需要依靠以知识生产和科技创新为重要职能的科研院所、高
校的科研水平和研究成果对知识经济的贡献率。因此，如何引导高校对自身教学
科研的定位、如何引导高校科研面向经济发展的自觉性和协调地方政府、高校与
企业三者之间的互动关系也是一项关系广西能否在知识经济的浪潮中实现经济
腾飞与跨跃梦想的历史性课题。
本文正是在此背景下，以广西1 7 所高校为研究对象，采用文献法、访谈法、
比较分析法等科学研究方法，通过调查广西高校科研的发展状况，分析他们为地
方经济服务的情况，尤其是深入探讨高校科研与区域经济发展的不适应性及其原
因剖析，从而提出适应时代发展的建议性对策，特别是从理论层面提出地方高校
如何发展科研特色，走服务经济道路的设想，也为西部地区的其他高校的科研发
展提供理论参考和借鉴。
本论文主要包括六个部分：
第一部分 引言。主要论述论文的研究背景、目的和意义、国内外高校科研
发展的内容、形式和职能的研究现状以及研究的对象、方法和过程。
第二部分 广西高校科研服务地方经济的背景分析。主要论述在新时代，科
教兴国战略的提出、国家创新体系的建立对高校科研提出的具体要求，广西高校
科研在地方经济建设中所需要承担的重大使命。
第三部分 广西高校科研服务地方经济的现状。从访谈调查所获得的信息进
行分析统计对比，对广西高校科研服务地方经济的历史回顾、主要成绩及不足进

行探讨，总结出各类高校科研服务地方经济的具体途径。同时指出，当前地方高
校的科研职能在与经济建设的联系方面所存在的主要问题。
第四部分 广西高校科研服务地方经济水平受限的原因剖析。针对第四部分
提出的主要问题，从经费投入、高校自身发展、政府、企业等方面进行原因分析。
第五部分 推进广西高校科研有效服务地方经济的策略。主要包括：（一）
创设有利于高校科研服务地方经济的外部环境；（二）加强高校与企业经济实体
在科研上的互动合作；（三）提高高校科研为地方经济建设服务的水平和能力；
（四）协调高校科研工作与教学工作等的关系。
本文以科学发展观为指导，试从微观的角度对广西高校科研的发展现状及高
校科研服务地方经济的功能表现进行具体量化的探讨，并在此基础上从策略的角
度提出如何促进广西高校科研服务地方经济的看法。

Abstract
The 21 st century is the age of knowledge economy which is the mark of
network technology and high-tech industry. The present status of the nation depends
on the production and propagation of innovative knowledge and the extent of use it.
For colleges and universities, the way of boosting the development of knowledge
economy is to discover new knowledge by doing scientific research and creating new
science technology to provide it with intellective support besides cultivating persons
with ability.
Guangxi is certain to accept the challenge inevitably from the world living in the
era. As a result, Guangxi, a less-developed comparatively region, needs to rely on the
level of scientific research of local colleges and universities which play a leading role
in knowledge production and innovation of science technology as well as the
contribution rate of scientific achievements to knowledge economy. Therefore, how to
guide local colleges and universities to deal with correctly the relation between
teaching and scientific research; how to show local colleges and universities to have
the consciousness of making scientific research beneficial to economy development
and correspond with local government and enterprises is a subject of historical
significance which has an important impact on whether Guangxi will have got greater
economic development in knowledge economy.
